I see that but the new version is incapable of midair refueling, which seems a step backward to me. If the balloon goes up the damned thing has to land somewhere every 7000 nautical miles or so. That could get awkward....
Unless the contract includes a lifetime warranty and "free" maintenance forever I cannot see where the money might be spent; especially since computers and satellite communication and the like have become so much less expensive than they were 30 years ago.
Hell, the Air Force could buy an entire compliment of F-35s for that kind of money!
