Technically no, but it's a saying because generally, yes.
While snow can fall when it's brutally cold out, the coldest days typically occur when the skies are clear. Cloud cover is what keeps us insulated and temps (relatively) warm during winter, and clouds are what produce snow. It usually doesn't snow during periods of extreme cold, simply because there are no clouds.
