To be fair; when LBJ enacted that, there were Americans that needed it to move forward, it helped.
The stipulation was; no man could live in that home, and every kid in that home was monetized.
Unfortunately this created many unwanted kids, and kids that grew up without a male role model in the home....and here we are today.
Kids and adults without morals or values, children having children, parents that don't know anything about parenting.
