Prepaid providers typically issue modified phones with some features (such as hotspot) removed.

With monthly service providers, hotspot is usually an extra cost option, so even if the phone itself has the capability, tethering still won't work until the option is enabled by the provider.



Easiest solution: Just take the laptop to a McDonald's or Starbucks and use their WiFi.
