That's the way VBulletin is in stock form.
More people (including myself) were tired of UNchecking the "show signature" box for each post...so I modified things to make unchecked the default setting.

It would be great if this could be a user-selected option...Hell, it would be great if VBulletin had made it an Admin-selectable option, but it's not that simple. To change it one way or the other requires modifying 4 templates and a javascript file for each place this checkbox appears (new thread, quick reply, advanced reply, PM reply).
So, while it could be done, the fact is many more people prefer it unchecked by default, so that's the way it will remain.
