There may be better ways but

1. Cut some double sided tape that would fit over the broken area.
2. used Gorilla glue to glue the ring back together
3. Then placed the double sided tape over the break, on the outside and inside, to hold the ring together while the glue set up.
4. Cut some tin about an inch to inch and 1/4 long and maybe 3/8 inches wide to fit over the break.
5. Placed tin over the break and marked where I wanted to drill holes in the tin to fasten it to the ring. Then taped the two pieces together and drilled the holes. (watch it, the pieces are small and will get away from you and cut you) ask me how I know.
6. Placed the tin over the break and marked where I needed to drill holes in the ring to match the holes in the pieces of tin.
7. Placed the tin on the ring over the double sided tape, one on the front and one on the back side.
8. Then riveted it all together. Could use sheet metal screws or small bolts with nuts if one doesn't have a rivet gun.
