I would think the order was for any person in the jurisdiction, so let's say you live in an adjacent area and are transiting through, you'd be subject to the order, too. We see this with gun laws. Haven't we heard about law abiding gun owners inadvertently straying into 'hostile' territory and getting arrested and facing serious criminal prosecution enough?
