You don't seem to be aware that the cartels bringing them in are not only armed, but often better armed than Homeland Security. Near misses send the message you won't fight. When it's more deadly to try and cross the border than stay home the problem will be over. As for sanctuary cases, there is already an existing program for that that needs to be followed.
