This has been ongoing for a long time (more than a decade). It's a stupid requirement and the states have been refusing and delaying it.
I renewed my DL in '13, and had a choice...A standard renewal (with the warning it might become unacceptable sometime prior to expiration), or the new fed-compliant license, which actually requires
2 other forms of ID to obtain...Soc Sec card, original birth cert, passport.
Somehow I don't see airport refusals happening "as early as 2016" if still only 22 states are issuing compliant ID.
