Not being able to return fire would not be a good thing from the start. The rules would have to definitely be different. As for a solution, it's well past an easy way. The Ds with their sanctuary cities, no guns yet high murder rate, and hollow words are nothing but a problem. Now they want the UN? There's something absolutely fishy in their corrupt Chicago ways wanting the fukks known as the UN to provide security inside a US city.
