I'd be curious what drives this regional difference in behavior because around here you'll flush a Hawk by pointing a camera at it.
I see a lot of variation in Bald Eagles. The ones that have built nests in more urban areas are MUCH more tolerant that those in rural areas. I know of a few nests that are in awesome locations from a photographers perspective but the residents spook at the slightest thing. I just avoid those.
