Because YOU haven't seen it, dosent mean it never happened. I've SEEN and been involved a dozens of Federally funded programs that have worked. That's why they were funded again and again.
Example; many youth programs I have been part of and after school study and community cleanup programs.
They worked, that's why it's been done numerous times.
Naturally your milage will vary.
