you give them a list of people that can vouch for you. they contact them and then ask them who else does Data know. and they go down a few levels until they meet their quota or find dirt. basically they want to assure themselves that Data is trustworthy, honest, has no weird associates  is not deeply in debt or have other bad habits (like race cars)
