Interesting theory, but it's wrong.
The German's, being the skillful craftsman and inventors that they are, invented a time machine in the late 19th Century. When they traveled to the future, they happened to watch several episodes of Our Gang with AlfAlfa. They ended up bringing back some film reels from the future, and the AlfAlfa character was so endearing to the German High Command, they decided to pay tribute with their new helmets.
