If I had to guess I'd say you were looking at a sub-adult Bald Eagle. Most likely approximately four years old. In another year he'd have the full white head and tail feathers.
This guy flew so close to me I ducked.
When I pulled my 560mm lens away from my ugly mug I realized he was a bit further away.
