They have nothing there tall enough to unload the cargo anyway. The gantries required to unload these big carriers are enormous. Can't just get a rental crane and do the job.
They need to dig it out and wait for a huge tide. I would think they could defuel, but messing with ballast with a load that tall would be crazy, unless they had way too much ballast to begin with.
