This sounds a lot like the king riding in his carriage around town throwing coins out to the serfs.
You might get lucky and catch a few coins, or you might get nothing.
This is yet another "let's pick bill_daniels' pocket and just give the money to other folks willy nilly" waste of my money.
Hell, I'd rather they just give me the option of taking a bag of $ 100s and throwing it out on the highway. At least then, I might have the possibility of going back and recovering a little bit of my money.
