This "act" could of easily happened at the firefighters home and not at the place of his employment. This employee should be reprimanded.

Totally agree with this.
But the story says that the cop acted like it was some sort of violent crime. Sneaking around and then chasing down a "suspect".
You can agree or disagree with the activity, but if it was consensual, then take care of it through normal workplace processes.
I'm dealing now with the state trying to get cops to enforce dining rules. Are you all ok with that, too?
Let the police deal with real crimes...
