NIH/NIAID (Fauci leads) gives preliminary approval at the NIH to submit a drug for approval to the FDA. NIH BioEthics (Ms. Fauci leads) reviews that submission and rules on the ethics of usage before it goes out the door at the NIH. Two senior folks at the FDA resigned a couple weeks ago because the administration was going to forgo FDA approval and just take the NIH process as good enough due to the administration commitment to get the drug out before the arbitrary date.
The fact that there is a married couple in the same NIH approval chain would have never passed the smell test in any organization I ever worked for. As I said at the other place, the Conflict of Interest paperwork must be a wonder to review.
