You have to look at this NOT from a healthcare standpoint but from a political one.
Confusion makes for MUCH easier manipulation
They want these numbers to go back up because it fits the agenda. It helps Trump fail. They already know that in a month or two they can just say "oops, looks like we need to go back to testing" and everyone will just do as they are told.
