In Okinawa, (can't speak for the rest of Japan) on the in brief at any base there, for the driving portion, they tell you that a minimum of 3 cars are going to run the light after it turns red. It is called an "Okinawa green". And it is 100% fact. Never, ever pull out there until the opposing traffic is all stopped. Even if you have the right of way, you will be the one getting the ticket if you get in a wreck.
