Very few are.
but...majority isn't.
Learning starts at home....inner cities, ghetto, the impoverished, etc....don't have people at home...most live with grandparent(s) and in some cases great grandparent(s).
These are career welfare recipients.
No fathers, and a mother with her legs spread and illiterate because
"she ratchet".
These kids have no drive or motivation to be better, and are raised in the streets by their peers.
Then you have the other kids who thinks it cool to be like that
