Simple solution: If somebody's being threatened with a gun, send a cop with a gun. If the perp has a knife, send a cop with a knife. Guy has a brick...cop has a brick. The police should never be able to overpower criminals.
However...if the would be killer/robber is black....send a social worker with $$$.
