Basically this. The attacker takes out our grid/internet, then what? If it is to be a technological war, it will end up being our geeks against their geeks, who do you think will win that battle? Who developed all of our computer/internet technology? Wouldn't the guys that did that have the major advantage in such a battle? Who is still the biggest technology innovator on the planet? Just because you can make a circuit board cheaper than we can, doesn't mean you are in the same weight class when it comes time for the brain on brain throwdown. To this day, China STILL does not seem to understand this, and I'm not going to explain it to them. The Japanese might have a chance against us, but they are biding their time for now, because the know they are not yet ready to take on the champs, and another run at us needs to be a "must win", or it will just be suicide.

At least at this time, no country or group of countries has any significant probability to beat the US in a technological war on a medium or long-term basis. Sure, China can deny us parts for a while, and if they team up with Russia, they can put the hurtin's to us on some raw materials, but how long will that really last? Long enough for them to keep us dark while they put together an invasion force with any significant chance of winning a ground war BEFORE they run short of food and oil? Unlikely at best.

I have no doubt they know this too. That is why both countries have been pretty invested in keeping the status quo. They know they can't win the big one, so they will wait until we do something stupid, like go socialist. It is for this reason, that the whole concept of Russia lifting a finger to help Trump defeat Hillary is insanely stupid. Russia and China will continue to do what they have been doing for 20+ years, helping the US to implode as much as they can without getting caught.
