Seems the solution would be to put a donut shop next to every school to lower response time.
I say that in jest, but also as a serious commentary. I drive by a store near my house that will have 3 or 4 police cars parked and the guys standing around chit chatting. If a crime is committed every second of every day, there shouldn't be a lot of down time.
