In my experience there are a lot of people there who fit exactly that description. But it also seemed, at least to me, that there were an equal number who, if they cleaned up (bathe, haircut, clothing, alcohol) would be perfectly capable of handling a job...if they wanted to. They might not be "great" jobs, but they would be honest work.
I don't know about an equal number, but many do fit that bill too...They could find menial work, like pushing a broom, or something simple like that. Maybe 10% could do better than that, even.....
