That's because when a Republican President asks a Democratic Congress to raise the debt ceiling, they see it as nothing more than adding more checks to the checkbook.
But when a Republican Congress happens along then there is some actual consideration of the costs involved, debate ensues, hand wringing even.
It should be against the law for there to be a national debt. Until that happens we are fundamentally screwed because people will vote for the folks that send them someone else's money in return for doing nothing.
