Correct. Our current immigration works (tho it could use a bit of tweaking like most things). The first set of paperwork was over an inch thick, the second was 2 inches thick and the last bit for our AOS was another inch or so thick. In additon, you make and keep 2 complete sets of everything.

They need to streamline it but government bureaucracy won't allow for it. Like your situation. A simple background check should have sufficed.
