Yes you are correct. We tend to just say over the dam. I made it a point not to say
over topping as this is a earthen dam and that would be very bad.
It is a big deal. It is the spillway but with that happening the reservoir is 3' over full and rising and if weather clowns right a lot more cumming. That means they may have to shut or throttle the big Dow valves as this water in about 15 more miles goes into the Hudson River.
That in turn will put more water over the "Dam" and build the water line up considerably.
This reservoir was built because of the Hudson flooding and with the build up of today's Vs the 1920s when the resevor was constructed the potential for serious problems is possible.
