Sales tax doesn't pay for road repairs anyway, so no loss there.
It's one thing to charge EV owners extra at registration time to make up for all the gasoline taxes they won't be paying; it's quite another to demand
4 years' worth of registration fees up front. The latter is clearly designed to dissuade people from buying EVs.
