They do the title paperwork for you. All they need to do is to check the box that says "NOT ACTUAL MILEAGE" when filing the paperwork for the buyer. Just a thought. You don't get handed the title at point of sale, but the dealer still has to process the title through the DMV/BMV. That's that whole "Doc fee" thing. The BMV would never process that title.
If the accusation really is that they would have forged an odometer disclosure, which includes a notarized signature, in order to sneak it through, I'd say they probably didn't last too long as a business. I can't imagine a dealer risking multiple felonies to get an extra $1500 on a minivan. But who knows.
