That's either going to be a drunk driver, who will report his vehicle stolen as soon as he makes it to safety, or an actual stolen vehicle. Either way, assuming the vehicle has insurance, the car's insurance company is going to deny liability coverage, unless it was a drunk driver and the police can prove the owner was actually driving, a big if. Also, it looks like there were at least 3 parked cars hit. Even if the car has insurance, it wasn't stolen, and the police can prove a listed driver on the policy was driving, there's a significant chance there's not enough liability limits on the insurance policy to cover all the damage.
