External control would defeat the purpose of a community defense plan. The government may be what they need to defend themselves from. Maybe "reinstate" wasn't the best word choice
Such an "authority" would be able to formulate plans and share them but not have any power to enforce it, such as drafting people into service. Enforcement would have to be citizens acting together of their own free will.
