Clutch Pedal

White riding at a low rate of speed I went to shift and did not have any clutch pedal, no resistance up or down, clutch is not engaged. At Holiday now claims clutch master cylinder has to be replaced and possibly the slave cylinder also. Will this require removing some of he exhaust?
