I see your point. I was just saying that by "peaceful" it could be meant that those people were not taking up arms against the "enemy". And I totally agree that the "peaceful" and so-called "innocent" in Germany during WWII had to have known what was going on in the concentration camps and cermatories and are therefore complict in it. Probably the same for the others you mention.

If I lived in the occupied territories, job one for me would be to GTFO of the occupied territory and try and start a life somewhere else. Some don't because of family ties, ties to the land, etc. and many more don't because....it's a concentration camp. They CAN'T leave.
