That soffitting plastic that came loose when the metal bent, ...is that a layover under the original plywood with holes/screens in it?? or is it open to the attic once the plastic is loose/removed??

my house has that same plastic and it's been laid under the plywood but house built in '72 and what happened is the air flow has been restricted as a result,

There is nothing above it, but the vertical wall goes all the way up, but it does leave the inside of the attic exposed.
