Neighbor actually puts it IN the street? On the roadway? That should be considered abandonment and/or littering. Have you considered just putting a big Trump sticker on it, then tossing it back on their private property?

How'd it go? Did you get compliance from your neighbors, or did they see it and intentionally gun it in front of your house?
