I had a tenant leave a car once after he moved out. Old tenant was ignoring me, new tenant wanted it gone, but the local police told me I should get a court order before having it towed in order to protect myself. (?).
I finally got the previous tenant to respond, said he was sending a tow truck to bring it to his new place. It worked out OK, since he had left a bunch of greasy old car parts, some tires, & random junk in the house & storage shed for ME to have to get rid of. I managed to pack it all into his old car before his tow guy arrived. I never heard from him about it, as I think he was upset that I had called the police about it, & he had some "history" with them.
I don't miss being a landlord; seems like I always ended up with the dregs of society as tenants. When cleaning out after a different tenant, I found a bunch of apparent drug dealing paraphernalia; scales, vials with white powder residue, small ziplog bags, etc. I was afraid that if I reported it, my house would get seized under some forfeiture laws, so I bagged it up & dumped it. Somewhere.
