This just in: the FAA has mandated that all office supply and/or regular crossbows be registered with them. Flamethrowers, as always, will remain unregulated.

Wooden pencils, ball point pen refills, metal clips and all rubber bands will
now be manufactured with individual serial numbers to aid with common sense
registration. The skyrocketing increase in cost of these 'components'
will be many times worth it considering the increased level of public safety
this much-needed move brings.
