Has to do with Lois Lerner / IRS.

In a letter to members of Congress, the department said that while investigators had found "mismanagement, poor judgment and institutional inertia," there was no evidence of a crime.

What, exactly, is institutional inertia?

The House voted to hold Lerner in contempt of Congress last year after she refused to answer questions at two House Oversight Committee hearings. She has since retired.

Does the DOJ's refusal to pursue this matter automatically cause the contempt charge to go away as well?

"Institutional inertia" is best described as, "The more people you get together, the harder it is to effect change." You can see this if you go on holiday with a group of friends and try to decide which restaurant to eat at one evening. The length of time it takes to make the decision and act increases exponentially with the number of people involved.

Congressional rules empower all its standing committees with the authority to compel witnesses to produce testimony and documents for subjects under its jurisdiction. Lerner cited her Fifth Amendment right not to incriminate herself during congressional testimony on March 5, 2014, although then-Oversight Chairman Rep. Darrell Issa (R-Calif.) said she had waived that right by giving an opening statement at a hearing 10 months earlier when she asserted her innocence. Issa wanted her charged by the Justice Department with criminal contempt of Congress for failing to answer questions about her role in the scandal.

Lerner's case is just another instance of passing the buck. The House of Representatives could have convicted her itself and even jailed her. Pure politics.

join any large organization or company. watch for 6 months what goes on, suggest a change beyond changing out the paper clip supplier, watch what happens. everyone will tell you no, all with long winded explanations about why it won't work, some will even tell you "that's not how we do it here".

that is institutional inertia.

Kodak invented the digital camera, but they were so wedded to their income from film, they never pursued it. they went broke sticking with "that's not how we do it here".

few leaders want to risk changing the way things are done. Steve Jobs was not one of those. he had no problem killing off profitable products to sell something else (iPods got replaced by iPhones).
