Massachusetts Town Issues 'Citations' for Good Behavior

Getting a ticket from police in one Massachusetts town isn't necessarily a bad thing.

Concord's police department says it plans to issue up to 200 "citations" for good behavior. That could include such things as wearing a bicycle helmet or a seat belt, yielding to pedestrians at a crosswalk or looking both ways before crossing a street.

Police Chief Joseph O'Connor says it's a light-hearted way to connect positively with the community.

Instead of a fine or a court appearance, these citations can be redeemed for two scoops of ice cream at Reasons to be Cheerful, a local dessert cafe. The owner of the restaurant, Wade Rubinstein, agreed to donate the ice cream.

This is official oppression, stopping and detaining people with no suspicion, probable cause, or warrant alleging they have done something illegal. If they want to conduct this program, then they need to have folks who are not officers asking people if they would like to participate. When an officer stops you, you are being legally detained, and if there is no basis for that detention, that's not legal.

The only way I can see this working is if the officer does not use his squad car and lights to initiate the stop, rather the officer would have to be on foot, and ask the person, "may I talk to you for a minute? It's completely voluntary if you would like to talk to me."
