I think that's fixed and based on how admin set it up.

You want to choose the smilies that appear on this panel?

Click that yellow star in the upper right of the panel, it will take you to your control panel options.

On that page, select up to 24 of your favorite or most-used smiies, hit "save" at the bottom, and those will be the ones that appear there in the reply box.
