Can I run 2 different users on Windows 7 or 8 at the same time, each on their own monitor?
So let's say run the admin on one monitor and a guest on another.

If they RDP in, from another computer, sure. But just having another monitor and keyboard/mouse connected somehow? No.
Look up Remote Desktop. My suggestion is that you create a simple network and use two actual computers, the data you are sharing can be on the main computer. You don't need a dedicated server for a simple small network.

Out of the box Windows 7/8 desktop will not allow concurrent connections.
I have never worked around it but this website seems to have links to some stuff you can use. Proceed at your own risk.

No. If you do that you'd wind up with Windows 7.5. It's just like mixing 30 weight oil with 20 weight oil: You'd get 25 weight.
