Not sure what that shot was exactly, but in development there are quite a few shots without live fuzes that are used for data collection (that's the test range). For a non penetrating warhead, a "bounce" is pretty common.

all part of the austerity plan: you get to bonk 2, count them 2, targets with 1 bomb. the old way of 1 target = 1 bomb was wasteful, but under our dear leader's plan, now we get 2 targets = 1 bomb. ok, granted, the second target is a lot more random than the first, but i'm sure we'll sort that out shortly.
