It looks like the Philippine Islands and U.S. will work together to upgrade the base facility on Palawan Island at Ulungan Bay for use by Philippine and U.S. forces.
The Philippine Government has has reportedly allotted P500 million from the Department of Energy to develop the Ulungan Bay base, with P313 million earmarked to improve the pier, harbor and support facilities at Oyster Bay in preparation of the arrival of the warships recently purchased from South Korean and Indonesian military contractors.

Well that shows China their intent getting the base closer to the disputed Islands.
I have mixed emotions on this, I hate to see China bully their way in to take these islands away from the Philippines as they are doing, but would really hate to see a war kick off this close to home.
No one even wanted those islands or made a big deal or fuss about it till they found out there is oil there.

313,000,000/44.73 = $6,997,540.80
Roughly $8M
Surely the corrupt, always begging for $$$ from the US, Philippine officials will fund it from their treasury. Right?

The only reason Manila is talking tough is that they believe the US has their back. How soon we forget...
Manila didn't want us then, don't cry now. Take care of your OWN problems. Maybe begging to the MCC might work, again.

The Philippines told the United States today that it must withdraw from the Subic Bay naval base by the end of 1992, ending a vast American military presence that began with the capture of the islands from Spain in 1898.
The decision, which resulted from an impasse in negotiations, follows a year of intense talks between the countries on the fate of American bases in the Philippines. The announcement also comes just three days before President Bush begins a 12-day Asian tour.
The shutdown of the sprawling Subic Bay base, together with the closing of Clark Air Base after a volcanic eruption this year, amounts to the biggest reduction to date in the United States military presence in the western Pacific. Although it is theoretically possible that a new agreement could be hammered out, Administration officials in Washington said that they considered this unlikely, and that they would accelerate the pullout and the search for alternative sites in the Pacific.

Bautista said the Philippines was also offering the United States the use of a base in the Zambales area and an army jungle training base in Fort Magsaysay in the Nueva Ecija area.
