They aren't, GSDs are extremely easy to train. These dogs have more intelligence than 99.9% of the humans on this planet.

Come to think of it, it IS a lot of work to get it right. I believe GSDs are not the right dog for everyone. They are not life or fashion accessories. They work. if they can't work (an owner that doesn't train) they are ingenious trouble makers.

Training is part of their work. Another factor is that they need to be around you. If you just leave them in the yard all day alone, they are big, smart powerful predators bored out their skulls - in your yard.

Training is a fairly technical game. The dogs are very perceptive so Without a good understanding of the breed and specific puppy combined with a consistent process (using same tone and words, reward/correct styles, schedule) they will train you.

I don't say the following with any braggadocio - just a statement of the facts:

German Shepherds are highly evolved protectors. They can jump from a standing position over eight feet into the air. Their bite pressure is legendary. Their scent capability is astounding. They are designed to trot and run with the least amount of energy expended (read: longer amd faster than you). They can reason.

Owning one comes with responsibilities that most dogs don't bring. For me, I want an animal that is 100% in my control and only hostile towards genuine threats. With everybody else (babies, old people, public) they are friendly and reserved.

That takes a bit of work.

At 14 weeks he:

Is house trained
Comes when called (knows his name)
Sits
Lays down
Goes in the box kennel on command
Is biting 80% less
Walks on a leash
Rings a bell to go outside.

Still tries to:

Eat my food from my plate on the dinner table
Eat carpet padding and anything like a Kleenex
Shred magazines.
Eat weird shit
Run from me with forbidden object in mouth
Dig in the yard
Leap off of the sofa, onto Hanna's back, holding on using teeth sunk into Hanna's neck, growling like a banshee while humping.
