Cloud, is my guess. Sun's hitting it at an extreme angle in such a way that it is reflecting more light than other cloud formations. Looks like some geographical feature at the right is blocking the light from hitting bottom of the cloud formation, giving it a chopped-off appearance.

Looks like there are other stringy-looking clouds that aren't positioned such that the sunlight is being reflected the same as that one.

I would guess a jet dumped a load of fuel.....for whatever reason....

I dunno for sure, but think about it, the ball at the bottom is the initial dump, then the remaining mess trails off and dissipates to nothing, then we see the black/gray trail of the normal jet exhaust....that shot is way the hell up there, I bet.....jet is long gone, maybe landed by then....depending on that krazy weather.....

At first I thought it was some sort of flaming object, but now it just looks like a cloud or contrail that is lit just so by the sun, making it glow from the perspective of the photographer.
