Just use Paint that comes with Windows (if Windows is your OS).

Are you on Windows 7? XP?

Basically google 'picture resizer' - you'll find the one from Microsoft (unless you're on apple)- quick download.

After loaded, right click on a photo- a drop down opens and one will be the 'picture resizer'.

Hit 'advanced' and put the custom size in (150x150 typically, although here you can go 200x150).
