Think about it. With only 10 bullets, any cop will be less likely to blindly blast away at the drop of a hat. Collateral damage will be minimised and they'll seek to escalate more slowly than they would otherwise.

Do those bullets come in a cartridge, or are they just loose? Without some type of propellant to make the bullets lethal projectiles, I say sure, let 'em load up their pockets with bullets. They can feel free to throw as many as they need to.
