I'm thinking the dude was in a nasty accident that not only shattered his leg, his right hand got chopped off. They grafted the hand to the injured leg so it could get a blood supply while they work on getting his right arm ready to reattach the hand.

Just a guess. It could be that entire scaffolding is just for the hand's benefit, kinda looks like it.

They reattach limbs all the time, it's pretty amazing. Often the person gets near-complete function back. Usually there will be at least some nerve damage but they can get tendons and muscles and bones all together again most of the time. Of course it totally helps if the limb was cut off cleanly and they got the blood loss stopped quickly and the detached limb on ice ASAP.

When I got in my motorcycle wreck they were gonna stitch my right leg to my left to supply healthy tissue and blood where the bone came through. They ended up cutting my calf muscle loose and wrapping that in the hole where the bone shot out.
